Avedisian announces settlement with Hornoff

WARWICK – Mayor Scott Avedisian announced today that the city has reached a resolution with former Warwick Police Detective Jeffrey Scott Hornoff.

(He was released from prison in November 2002, after another man confessed to murdering Victoria Cushman; Hornoff subsequently filed suit against the City of Warwick in Superior Court seeking reinstatement to the Warwick Police Department and in federal court for an alleged civil rights violation stemming from his conviction.)

Yesterday afternoon, the City filed notice of dismissal with the State Supreme Court and Federal District Court for Rhode Island. Under terms of the federal court resolution, Hornoff will receive a payment of $600,000 – $525,000 of which will be paid by the City and the remainder by the R.I. Interlocal Trust, the City’s insurer. As part of the resolution of the state court case, the Board of Public Safety agreed to consider and subsequently approved Hornoff receiving a work-related disability pension, commencing on July 18, 2006.

“The City is pleased to be able to put this issue behind us and behind Mr. Hornoff,” Avedisian said. “This $525,000 that we have made in payments to Mr. Hornoff come from our legal reserve fund and in no way affect the financial picture of this community. I hope that this bad chapter of city history is finally behind us, and I wish Mr. Hornoff all the best.”
