Community Development Block Grant Program
Historically, applications are solicited in anticipation of the
annual grant, public hearings are held by an Advisory commission
to interview applicants and ultimately the grant money is distributed
/ awarded. This program has been a key element in revitalizing six
Warwick neighborhoods, providing necessary services to the city's
youth, seniors and disadvantaged, and in addressing the needs of
critical populations in our community. An activity may be assisted
in whole or in part with CDBG funds, only if the activity benefits
low-and moderate-income families, aids in the prevention or elimination
of slums or blight, or meets the community development needs having
particular urgency because existing conditions pose a serious and
immediate threat to the health or welfare of the community.
The CDBG was established in accordance with Title 1 of the Housing
and Urban Development Act of 1974, which is funded by the Department
of Housing and Urban Development's FY 03-04 allocation of $1,042,000
to the City of Warwick.
Community Development Block Grants FY 2009
Fiscal year 2009 will represent the 34th year that the City of Warwick has received
Community Development Block Grant (CDBG) funds. While the CDBG program continues to enjoy wide spread popularity in Congress, future program funding is uncertain. For fiscal year 2009, we are estimating that we will receive approximately $902,245.00 in CDBG funds. Over the years, these programs have benefited the residents of City of Warwick in many ways, both through programs operated by the City and those operated by non-governmental agencies. and Urban Development's CDBG Program - Community Development
activities include many different programs that provide assistance
to a wide variety of grantees. Begun in 1974, the Community Development
Block Grant (CDBG) is one of the oldest programs in HUD. The CDBG
program provides annual grants on a formula basis to many different
types of grantees through several programs

HOME
Program - HOME is the largest Federal block grant to State
and local governments designed exclusively to create affordable housing
for low-income households. Each year it allocates approximately $2
billion among the States and hundreds of localities nationwide.

Opportunities for Persons with AIDS (HOPWA) Program - The
HOPWA Program was established by HUD to address the specific needs
of persons living with HIV/AIDS and their families. HOPWA makes grants
to local communities, States, and nonprofit organizations for projects
that benefit low income persons medically diagnosed with HIV/AIDS
and their families.
Community Renewal - Review the $22 Billion tax-incentive package
to open new businesses, provide thousands of new jobs, rehab and build
new housing, and change lives in urban and rural areas throughout
the nation.
Integrated Disbursement
& Information System (IDIS) - IDIS is the draw down and
reporting system for the four CPD formula grant programs: CDBG, HOME,
ESG, and HOPWA. The system allows grantees to request their grant
funding from HUD and report on what is accomplished with these funds.
HUDVet Resource Center - The HUD Veteran Resource Center
(HUDVET) was created for you as a result of a unique partnership between
National Veteran Service Organizations and HUD. This directory is
designed to increase your knowledge of and participation in the wide
variety of HUD homeless assistance programs and services for veterans
and other individuals who are homeless or at risk of becoming homeless.
Real Estate Acquisition and Relocation - In this site you
will find useful information and resources to implement HUD funded
programs and projects in accordance with the Uniform Relocation Assistance
and Real Property Acquisition Policies Act of 1970 (Uniform Act) and
other HUD requirements. The Uniform Act provides important protections
and assistance for people affected by the acquisition, rehabilitation,
or demolition of real property for Federal or federally funded projects.
This law was enacted by Congress to ensure that people whose real
property is acquired, or who move as a direct result of projects receiving
Federal funds, are treated fairly and equitably and receive assistance
in moving from the property they occupy.
