Description:
The primary purpose of the Community Development Office is to
assist Warwick based non-profit organizations with meeting the
needs of the City's low-moderate income individuals and to help
revitalize low-moderate income eligible neighborhoods through
the use of CDBG funds. The department provides
fixed-rate low interest loans to assist low-moderate income home
owners to correct code violations and perform those repairs that
will ensure them a safe, decent, and suitable living environment.
The department will also provided grants to eligible Warwick homeowners
to tie their homes into the Warwick Sewer System.

City of Warwick Consolidated Plan (2005-09) - Warwick’s Consolidated Plan (ConPlan) is a strategy for the Community Development Block Grant (CDBG) program in the City.
Apponaug Village Façade Program - The Apponaug Area Improvement Association (AAIA) and the City of Warwick Department of Housing & Community Development are pleased to announce the initiation of a façade improvement program impacting the Village of Apponaug . The activity is supported through the Community Development Block Grant (CDBG) program. One hundred thousand ($100,000) dollars in CDBG funds will be made available to finance the façade program. The target area includes all of Apponaug Proper i.e. properties along Post Road , and Greenwich Ave. fronting on the Apponaug Circle .
Community Development Block Grant
Program - Historically, applications are solicited
in anticipation of the annual grant, public hearings are held
by an Advisory commission to interview applicants and ultimately
the grant money is distributed / awarded. This program has been
a key element in revitalizing six Warwick neighborhoods, providing
necessary services to the city's youth, seniors and disadvantaged,
and in addressing the needs of critical populations in our community.
An activity may be assisted in whole or in part with CDBG funds,
only if the activity benefits low-and moderate-income families,
aids in the prevention or elimination of slums or blight, or meets
the community development needs having particular urgency because
existing conditions pose a serious and immediate threat to the
health or welfare of the community.
Home Improvement Loan Program
- This program provides low-interest loans to eligible Warwick
homeowners to assist them in making needed repairs and improvements
to their property. The Home Improvement Loan Program will provide
a fixed-rate low interest loan to assist low-moderate income home
owners to correct code violations and perform those repairs that
will ensure them a safe, decent, and suitable living environment.
Along with the Home Improvement Loan Program, the Community Development
Department has a Sewer Tie-In Grant Program that provides grants
to eligible Warwick homeowners to tie their homes into the Warwick
Sewer System.
Lead Abatement Program
- This program provides financial and technical assistance to
homeowners and landlords to reduce hazards due to lead-based paint
in Warwick’s housing. Follow this link to learn more about

Development activities include many different programs that provide
assistance to a wide variety of grantees. Begun in 1974, the Community
Development Block Grant (CDBG) is one of the oldest programs in
HUD. The CDBG program provides annual grants on a formula basis
to many different types of grantees through several programs
HOME
Program - HOME is the largest Federal block grant to State
and local governments designed exclusively to create affordable
housing for low-income households. Each year it allocates approximately
$2 billion among the States and hundreds of localities nationwide.
Housing
Opportunities for Persons with AIDS (HOPWA) Program -
The HOPWA Program was established by HUD to address the specific
needs of persons living with HIV/AIDS and their families. HOPWA
makes grants to local communities, States, and nonprofit organizations
for projects that benefit low income persons medically diagnosed
with HIV/AIDS and their families.

Integrated Disbursement
& Information System (IDIS) - IDIS is the draw down
and reporting system for the four CPD formula grant programs:
CDBG, HOME, ESG, and HOPWA. The system allows grantees to request
their grant funding from HUD and report on what is accomplished
with these funds.

between National Veteran Service Organizations and HUD. This directory

Real Estate Acquisition and Relocation - In this site

(Uniform Act) and other HUD requirements. The Uniform Act provides

State
Administered CDBG - Since States are in the best
position to know and to respond to the needs of local governments,
Congress amended the Housing and Community Development Act of
1974 (HCD Act) in 1981 to give each State the opportunity to administer
CDBG funds for non-entitlement areas.
