Police promotional, recognition ceremony is Tuesday night
Mayor Scott Avedisian will join police officials and the Board of Public Safety at the department’s promotional and awards ceremony at 6 p.m. Tuesday, (February 22) in City Hall’s Council Chambers, 3275 Post Road.

Avedisian will administer the oath of office to Captain Raymond E. Gallucci, Jr., who is being promoted to the rank of Major.

Avedisian will also swear in Thomas C. Hannon, who was promoted to the rank of captain in December, but has been on active duty with the National Guard and will soon be deployed to Afghanistan. (His family members were on hand in December to receive his promotional award on his behalf.) The department will also recognize the appointment of David S. Morrow to the detective division.

Two civilians will be honored by the Board of Public Safety:

William Coyne, a lifeguard at McDermott Pool, will receive the Citizen Commendation Award for his actions during an emergency at the pool on December 29. A young girl who suffered a type of medical attack was pulled from the pool, blue and unresponsive.  Coyne began rescue breathing on the victim and after administering eight breaths, the victim began to breathe again on her own.  Coyne then placed her on her side in the “recovery position” until Warwick Rescue Personnel arrived.

Dispatcher Michael Lill will be given the Civilian Appreciation Award. On the morning of December 12, 2010 a prisoner that was being held in Cell B-4 attempted suicide by hanging while inside his cell.  Lill observed this and immediately notified officers, who were able to cut the subject’s t-shirt away from the cell block bars before this individual was able to harm himself.  The male subject was then transported to KCMH for treatment.
