A number of online resources are available for both Federal and State of Rhode Island community development initiatives. Below, please find some of our recommended sites:
Federal
- Housing
and Urban Development's CDBG Program - Community
Development activities include many different programs that provide
assistance to a wide variety of grantees. Begun in 1974, the Community
Development Block Grant (CDBG) is one of the oldest programs in
HUD. The CDBG program provides annual grants on a formula basis
to many different types of grantees through several programs.
- HOME
Program - HOME is the largest Federal block grant to State
and local governments designed exclusively to create affordable
housing for low-income households. Each year it allocates approximately
$2 billion among the States and hundreds of localities nationwide.
- Housing
Opportunities for Persons with AIDS (HOPWA) Program -
The HOPWA Program was established by HUD to address the specific
needs of persons living with HIV/AIDS and their families. HOPWA
makes grants to local communities, States, and nonprofit organizations
for projects that benefit low income persons medically diagnosed
with HIV/AIDS and their families.
- Community Renewal - Review the $22 Billion tax-incentive
package to open new businesses, provide thousands of new jobs,
rehab and build new housing, and change lives in urban and rural
areas throughout the nation.
- Integrated Disbursement
& Information System (IDIS) - IDIS is the draw down
and reporting system for the four CPD formula grant programs:
CDBG, HOME, ESG, and HOPWA. The system allows grantees to request
their grant funding from HUD and report on what is accomplished
with these funds.
- HUDVet Resource Center - The HUD Veteran Resource
Center (HUDVET) was created for you as a result of a unique partnership
between National Veteran Service Organizations and HUD. This directory
is designed to increase your knowledge of and participation in
the wide variety of HUD homeless assistance programs and services
for veterans and other individuals who are homeless or at risk
of becoming homeless.
- Real Estate Acquisition and Relocation - In this site
you will find useful information and resources to implement HUD
funded programs and projects in accordance with the Uniform Relocation
Assistance and Real Property Acquisition Policies Act of 1970
(Uniform Act) and other HUD requirements. The Uniform Act provides
important protections and assistance for people affected by the
acquisition, rehabilitation, or demolition of real property for
Federal or federally funded projects. This law was enacted by
Congress to ensure that people whose real property is acquired,
or who move as a direct result of projects receiving Federal funds,
are treated fairly and equitably and receive assistance in moving
from the property they occupy.
- Local CPD Information - Do you want to see CPD information specifically about your state?
You can have direct access to everything from CDBG Grantees to
HOME Contacts to HOPWA Data Cleanup. You can also see different
HUD "Good Stories" of projects and programs that are
working in communities within that state. HyperFAQ - The purpose of the HyperFAQ is to assist you in finding content
that is relevant to your interests based on a simple question-and-answer
system.
- Glossary - A detailed selection of community development terms and concepts.
State of Rhode Island

CDBG funds for non-entitlement areas.
- Community
Development - State of Rhode Island - The primary
purpose of this section is the development of viable urban communities
by providing decent housing, a suitable living environment and
expanding economic opportunity; principally for persons of low
and moderate income.
- Small Cities
Community Development Block Grant Program - The State
of Rhode Island, Municipal Affairs, Community Development administers
the Community Development Block Grant Program for those communities
which do not receive awards directly from the U.S. Department
