Consolidated Plan for the City of Warwick 2005-2009 Print

The Annual Action Plan 2005-2009 - Warwick’s Consolidated Plan (ConPlan) is a strategy for the Community Development Block Grant (CDBG) program in the City. The ConPlan includes two parts:

  • A strategic plan which outlines goals and priorities to address the City's identified needs for a five year period, 2005-2009.
  • An Action Plan for the program year beginning July 1, 2005. The City's CDBG allocation for the 2005-2006-program year is $979,806.

The preparation of the ConPlan is the result of a collaborative effort between government/public agencies, housing and community development groups, social service providers and interested citizens. The City of Warwick’s Office of Housing and Community Development (OHCD) served as lead agency in coordinating the consultation, planning and submission components.

Detailed Information

Planning and Administration - City of Warwick Development Office, general management, oversight, and coordination of the Community Development Block Grant Program.

Affordable Housing - Affordable housing funds will be used to create units of affordable housing for low income people. Funds will be used to purchase and/or renovate properties in Warwick.

Apponaug Village Master Plan Implementation - The grant funds will be utilized to hire a consultant to provide professional services for the Phase II implementation of a neighborhood master plan. A five-year action plan has been developed to aide in the implementation of the goals establish by the neighborhood. Funds for 2005-2006 will be used for streetscape improvements and the creation of a zoning overlay district.

Boys & Girls Clubs of Warwick - Oakland Beach Branch 0peration

Conimicut Village Master Plan Implemention - The grant funds will be utilized to hire a consultant to provide professional services for the Phase II implementation of a neighborhood master plan. A five-year action plan has been developed to aide in the implementation of the goals establish by the neighborhood. Funds for 2005-2006 will be used for the facade improvement program.

Kent Center-New Facility - Grant provides mental health services to victims of trauma, specifically, victims of domestic abuse, adult survivors of childhood sexual abuse and those suffering from stress or situationally related problems. These services include counseling, case management and documentation.

Cornerstone Adult Services, Inc - Alzheimer's Activity Program - Funding will be utilized to partially support the salary of an activity instructor who will lead physically and/or mentally stimulating activities which help each Alzheimer's participant maintain his/her present level of functioning for as long as possible and promote a maximum level of independence.

Cornerstone Adult Services-Phase II Construction Project - The City of Warwick supports the senior services through local organizations that provide much needed care to the elderly with various programs. This enables the elderly to live independently, thus reducing expenditures for more comprehensive care.

Elizabeth Buffum Chase House Inc.-Youth Programming - To provide the youth and their families with counseling and education on issues of dating violence, anger management, self esteem, parenting and healthy relationships. Funds will be used to pay the salary of the youth counselor.

Warwick House of Hope-HOPE & Comprehensive Social Service Program - The purpose of these programs are to respond to the critical needs of families who are economically disadvantaged. Such programs are direct casework service programs, information and referral services, emergency shelter services, and emergency supplemental food services.

Housing Rehabilitation - The program provides low interest loans to income eligible Warwick homeowners (one to four unit homes) to assist them in making needed repairs and improvements to their property. The Home Improvement Loan Program operates from a revolving loan fund with a current balance of $500,000, with anticipated program income of $400,000 to be generated from loan repayments. The program income will be returned to the loan program to carry out the same activity.

Indigenous People Organization-Youth Program - The youth program's objective is to provide area youth a safe environment; to encourage socialization skills, better understanding of diversity, build self-esteem and respect for others. Programs will consist of arts and crafts, educational lectures, library and resource center. The center will also provide game room and movie nights. Funds will be used to pay a portion of the program director's salary.

JONAH-Human Service Program - The program provides outreach, education, socialization and quality services to youths, seniors, families, and the developmentally disabled population. Funds will be used to pay a portion of the Director's salary and the Program Coordinator's salary.

Kent County Visiting Nurse-CARE Program - The CARE (Creating Answers Regarding Elder Care) Program will directly benefit those individuals aged 65 and older by providing them with a simple mechanism to access a trained healthcare professional, referred to as the "CAREfinder". The "CAREfinder" will provide information related to community services, links to appropriate social services and ensure ongoing advocacy to meet the unmet needs of this population.

Pontiac Village Master Plan Implementation - The grant funds will be utilized to hire a consultant to provide professional services for the Phase II implementation of a neighborhood master plan. A five-year action plan has been developed to aide in the implementation of the goals established by the neighborhood. Funds for 2005-2006 will be used for neighborhood improvements.

Rhode Island Family Shelter-Shelter, Safety & Health Protection Plan - The purpose of this program is to provide support, information, direction, and overall management and coordination to homeless families. Funds will be used to pay a portion of the Shelter Manager's salary.

Westbay Community Action:Children Center Renovation - Funds will be used to install a new fire alarm, emergency lighting and fire doors as required by new state fire codes for daycare centers.

Low-income families, particularly those on public assistance, face a wide array of social and personal problems, such as the lack of food, homelessness, unemployment, and lack of access to adequate medical care.

Housing
The City of Warwick uses its limited federal resources to rehabilitate its existing housing stock with city administered programs such as the Home Improvement Loan Program, Lead Hazard Reduction Program. The city also works with closely with local non-profit to create new housing opportunities for low to moderate income people. Funding to local nonprofit is used for the purchase and/or rehabilitation of homes for homeownership or the creation of rental units.

Infrastructure
The City of Warwick seeks to use Community Development Block Grant (CDBG) funds in a manner to allow necessary improvements to eligibible neighborhood areas and local organizations. To maximum extent possible CDBG funds are leveraged to maximize their greatest potential.

Public Service
The City of Warwick Community Development Block Grant Program funds are used to support local organizations that provide support for various types of general public service needs. Block Grant funds are part of a mixture of funding sources that enables these activities to be undertaken.

Funding will be utilized to partially support the salary of an activity instructor who will lead physically and/or mentally stimulating activities which help each Alzheimer's participant maintain his/her present level of functioning for as long as possible and promote a maximum level of independence.

Homeless
The City's goal is to work closely with the non-profits that provide homeless assistance. The CDBG Program funds public service activities for staff salaries and volunteer coordinators. Additional funding is provided for facility improvements, such as heating roofing improvements.
