Sec. 80-1. Established; purpose.
There shall be created an independent city economic development corporation which will be a public/private partnership between the city and its citizens to develop nontourism which will generate new wealth to the community, create manufacturing and other well-paying jobs for the city's residents and expand the city's tax base.

Sec. 80-2. Membership.
The president of the city council, with the advice and consent of the city council, shall appoint such persons. The members shall include two members of the city council, one from the majority party and one from the minority party, and two members of the general assembly, one from the majority party and one from the minority party. In the event there is no minority member of the city council or no minority member of the general assembly, then the appointments shall be made by the chairperson of the city minority party.

Sec. 80-3. Funding.
The city shall allocate such future amounts needed as may be determined by the city council to continue the program.
