NOTICE #1 -WSA PUBLIC HEARING ON USAGE RATE STUDY RESPONSES

Thanks to all of you who attended the recent Warwick Sewer Authority Public Hearing (September 09, 2010) or submitted written comments on the sewer usage Rate Study prepared by David Bebyn, CPA, B&E Consulting, LLC. The WSA Board of Directors recognizes the significant impact the proposed changes will have on our ratepayers, particularly our industrial and commercial customers, and has agreed to put off implementing immediate changes until further review is conducted by our consultant.

The following are comments and responses to questions raised prior to the Public Hearing relative to the proposed changes to the WSA usage rate structure and fee schedule:

NOTICE #2 - The March 2010 Flood wiped out the WSA treatment facility as well as six pumping stations along the Pawtuxet River.  On April 22, 2010, the WSA Board directed Mr. Bebyn to update the rate study to reflect post-flood finances.  Over the last few months, Mr. Bebyn has analyzed a great deal of up-to-date financial and billing information and has submitted final revisions to the Study which were presented to the Board and discussed on August 12, 2010.  WSA will present the proposed new rate structure and rates to its ratepayers and the public on Thursday, September 9, 2010 at Warwick City Hall Council Chambers.  The public hearing begins at 6:00 p.m.  WSA encourages anyone with concerns to attend the hearing or put your comments in writing and submit to WSA.

NOTICE #3 - Thanks to all of you who attended the recent Warwick Sewer Authority Public Hearing or submitted written comments on the sewer usage Rate Study prepared by David Bebyn, CPA, B&E Consulting, LLC.  As stated at the hearing, comments will be accepted until September 27, 2010 and can be emailed to Executive Director Janine Burke (Janine.l.burke@warwickri.com) or mailed to WSA using the attached comment card.  Responses to comments and questions relative to the proposed changes to the WSA rate structure and fee schedule will be posted on this website and distributed to those that provided WSA with email or postal addresses.

Our mission is to provide wastewater collection and treatment services to the City of Warwick in a cost effective and environmentally sound manner.

The Warwick Sewer Authority was created in 1962 by Rhode Island Public Law 1962, Chapter 254, Section 2 as an enterprise fund. There are approximately 250 miles of sanitary sewer lines and 45 sewage pump stations within the City used to convey wastewater. Warwick’s Advanced Wastewater Treatment Facility uses modern processes and equipment to treat wastewater and remove most of the pollutants before discharging into the Pawtuxet River. Ongoing sewer construction projects continue to expand the WSA sewer system in order to provide services to eliminate or minimize environmental, safety and public health problems.

With thirty-nine miles of coastline, beautiful beaches and coves in the City of Warwick, the Warwick Sewer Authority is committed to sustaining our natural resources. In conjunction with Save the Bay, Coastal Resources Management Council and the Rhode Island Department of Environmental Protection, the WSA has implemented a Mandatory Sewer Connection Program, mandating connection to available sewers throughout the City. Increased participation in our sewer system will significantly improve water quality within the Narragansett and Greenwich Bay watershed areas.

  • Did you know…the RI Cesspool Act of 2007 went into effect on June 1, 2008 phasing out the use of cesspools that present the highest risks to public health and/or the environment.  RIDEM will implement and carry out the provisions of this law and have prepared a fact sheet entitled “Frequently Asked Questions about the RI Cesspool Phaseout Act” to help property owners understand how the phaseout will affect them.

  • Residential customers’ sewer usage bills are based on 85% of total water consumption, allowing a 15% discount for outside water use? If you feel more than 15% of your water consumption is not entering our sewer system, you may benefit from installing a water deduct meter. The City of Warwick’s
    Water Division

  • Fats, Oils, and Grease (FOG) is a leading cause of clogs in the Warwick sewer system? FOG can lead to overflows and sewer backups. Instead of dumping FOG down your drain, pour or scrapegrease from pots and pans into an old coffee can. Allow the grease to cool and solidify (refrigerate if necessary) and then throw away in the trash. CLICK HERE to learn more.
  • You can call the Warwick Sewer Authority at (401) 739-4949 if you are having trouble flushing your toilets? Slow flows could be a sign of clogged sewer lines. Our inspectors can assist customers in investigating problems.
