Administered Social Programs

The Community Development Office administers several major social programs (details listed below):

  • City of Warwick Consolidated Plan 2015-2019 - Warwick’s Consolidated Plan (ConPlan) is a strategy for the Community Development Block Grant (CDBG) program in the City.
  • Apponaug Village Façade Program - The Apponaug Area Improvement Association (AAIA) and the City of Warwick Department of Housing & Community Development are pleased to announce the initiation of a façade improvement program impacting the Village of Apponaug . The activity is supported through the Community Development Block Grant (CDBG) program. One hundred thousand ($100,000) dollars in CDBG funds will be made available to finance the façade program. The target area includes all of Apponaug Proper i.e. properties along Post Road , and Greenwich Ave. fronting on the Apponaug Circle .
  • Community Development Block Grant Program - Historically, applications are solicited in anticipation of the annual grant, public hearings are held by an Advisory commission to interview applicants and ultimately the grant money is distributed / awarded. This program has been a key element in revitalizing six Warwick neighborhoods, providing necessary services to the city's youth, seniors and disadvantaged, and in addressing the needs of critical populations in our community. An activity may be assisted in whole or in part with CDBG funds, only if the activity benefits low-and moderate-income families, aids in the prevention or elimination of slums or blight, or meets the community development needs having particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community.
    • UPDATE: Community Development Block Grant - Recovery Program (CDBG-R) Information Is Now Available Online: 
      On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act (ARRA). The ARRA will provide a total of $243,030 in a one time allocation of Community Development Block Grant (CDBG-R) funds. The Department of Housing and Urban Development requires that the City of Warwick prepare and submit a Substantial Amendment to its Consolidation/Action Plan for Program Year 2008 that outlines how the city will administer these funds.
  • Safe and Affordable Housing Initiatives -  The City of Warwick is committed to the belief that decent safe affordable housing is of paramount importance. And that the City should take an active role in its development and implementation. As a result of this commitment, the City of Warwick’s Office of Housing & Community Development is charged with providing resources and assistance to those individual property owners and developers interested in developing safe affordable housing units in the City of Warwick.  In addition, the Office provides financial resources, in the form of low-cost fixed rate loans, to low-to-moderate income homeowners and owners of affordable rental units to facilitate improvements to their properties and simultaneously providing decent housing and improving the quality of life of those involved.
  • Flood Prone Property Elevation Program - The purpose of the Flood Prone Property Elevation Program is to assist residential property owners interested in elevating their homes above the current flood elevation.
